How to discipline 2. year old?

I'll set the scene a little, DS1 (27mo) was good as gold, never ever had a problem until recently. DS2 is 9wo.

Whenever I feed DS2 DS1 turns into the Tasmanian devil, literally running through the house to cause as much destruction as possible, knowing I can't get up to get to him as I'm feeding. This now happens if I'm seeing to DS2 at any time, if I'm on the phone, if someone comes to the house, if I'm at someone's house. Basically any time my eyes aren't trained on him alone. I wouldn't mind but I'm always giving him attention, I feel so guilty on DS2 as he hardly gets a look in.

He's just successfully potty trained! Like a pro Grin no accidents after 2 days and was very proud of himself. It's been 3 weeks since then. Now the new trick is when I'm doing anything named above he'll pull his pants down and pee on the floor... or in shoes Confused

I'm at my wits end, time outs are useless as he sees it as a game of "when I stand up Mam sits me back down"

I feel like just sitting and crying and by the time DH comes home I'm a wreck.

Any suggestions??? Please

Just to add I do try setting up activities to keep him entertained while I'm doing anything that doesn't include him but as soon as he sees I'm otherwise occupied he loses all interest
