Almost 5 year olds behaviour is leaving me drained daily

Hi everyone
My son is 5 next month and has just began reception. He has always been hardwork in terms of behaviour but lately I literallly feel like it's hit an all time high .
He wakes up and moans about being bored and then will moan and whinge about being hungry . He only eats Frosties and won't touch much else . He is really fussy with food . He acts crazy and hyper a lot of the time and will jump around his room emptying toys all over the place . My daughter is 2 soon and he loves her but will purposefully annoy her a lot of the time and wind her up . Time outs do not work - time ins don't work . I've tried most things . I've always made sure I've had time one on one with him but he just doesn't seem to wanna let go of the draining behaviour .
He can also be really rude which is sosmrhubf I have no idea how to put right as I'm a naturally nice and happy person most the time. He refuses to say hello to people , frowns at people and will argue that black is white with complete strangers . I feel like I've gone wrong and failed him :( just want him to be the best he can be as right now he's making his own day and everyone around him quite hard work.
Any tips ?
