major meltdowns - almost 4 year old

Hi my almost 4 year old boy has epic meltdowns often over nothing, and these seem to come
From Nowhere

He also doesn't really like interacting much with other children his age but is very good around older children, engaging and desperate to be part of the fun. He has started lashing out when he has meltdowns too recently (we are in a funny situation at the moment in temporary accommodation whilst our house is having building work so not entirely best living situation but it's transient and around two months in total.
Other than that he is super bright (not just a mums idea of super bright either) and can make up
Stories, likes to build things like dens and obstacle courses, knows his own mind and also likes to be the top dog in nursery so often has clashes with other boys the same. We have a 7 year old and they're great
Together, albeit she's a bit bossy but he loves playing with her too. He doesn't have problems interacting in general, just kids his own age. He is fine with changes in situations as we have a busy life that changes from day to day so nothing is particularly a proper routine but he is fine with that. He's also fine and very inquisitive with strangers ..... Any idea on his behaviour?
Nursery are worried too and are getting someone in from the council to observe him

Who are the nursery bringing in, do you know? We've had the Ed Psych in to look at our DS and he was very helpful.

Thanks - not sure exactly it's the local contact for our council who can give advice that's all I know but I'll find out
