14 month old hurting older brother

My 14 month old has started purposefully pinching, scratching and biting his 6 year old brother. He occasionally scratches other people but nowhere near as much as his older brother, it is pretty much constant! I know he is doing it for a reaction as the older one either screams, shouts or cries as a result. I'm not sure how to deal with it, I don't think ignoring is the way to go. Any experience/ideas?

My dd tried this with me when she was about that age, I went with a firm no and imidiate naughty spot, no warnings. She still does it sometimes but it's usually when she been told off not just for no reason like before.
