2.9 y.o. shuffling/scuffing feet along the ground

I noticed today that when DS walks, he scuffs both feet along the ground instead of picking up his feet properly.

I don't know if he usually does this, or only when he's walking fast (we were going faster than usual).

I don't think he has any problems like dyspraxia but he's not a particularly 'physical' boy - doesn't really like to run, can't jump with two feet yet etc. He falls over a bit when walking still, and I wondered whether this might be part of the reason.

Any ideas how to get him to lift his feet more - or suggestions as to why he might walk like this?
