probably a stupid question

when can I expect my toddler to begin to understand the word "no"? She is now only 15 months but I've seen other mums with similar age children gently tell off their children and get some response other than giggling. I just get giggled at. Am I being ridiculous to feel a bit of a push-over?

This is a completely normal and incredibly frustrating phase.
At your DD's age, many children find it funny to be told off and show no reaction except one of humour and entertainment.
Don't worry, you're not being a pushover.
Keep telling her no and telling her off as you are. There will come a time, quite soon, when she will start reacting more as you might wish.
Don't be disheartened.

Thanks Ruth! I was hoping it was just me expecting too much. I know I am going to be just awful at discipline when it comes time :-(

Try a slightly deeper tone when you are saying 'no' . Works with my 2 and the teenagers I used to teach!
