That's it for now, will put my thinking cap on... (spent my whole pregnancies trying to think of names that DIDN'T end in -ie/y because of our surname so this is a good exercise for my tired old brain!)

The reason I asked was because I was interested to know if Cecile was a generally reviled name in France, or something, because of some sort of connotation attached to it, or if it's just your opinion that it's horrible.

Cecile/Cecilia means 'blind' so not a very nice meaning .

Cécile and Cecily are not on the same register. They are not equivalent names in French and English. So a bit hard.
