Girls names that are lilting and strong? (Finding this to be a difficult combination)

Not sure on "lilting", but I think I'd interpret that as the stress being in the middle of the name instead of at the beginning. So:

Elizabeth
Alexandra
Felicity

Oh, and Valeria. Literally means strong!

As does Matilda, "strength in battle".

Sylvia – both lilting and a Suffragette name, so fits the requirement for strength!

I think lilting is more about your accent than the name itself.

I've just read a book with a Zophanie in it which sounded nice
