I like something not two syllable as I don't like twin names to sound too matching like jack and Jill or tommy and benny.
So Max is nice or Sebastian (Seb) as although Penelope and Sebastian do both have four syllables you're likely to mainly use Penny... don't like monty or albie for the rhyming/samey reasons as above.

I'm having a section next week and Penelope is our chosen girl's name (I think, still worried its a bit too long!). Last night I dreamt that they found two babies in their (told me one was hiding during my scans!!) and the second twin was a boy, so Luca, our chosen boy's name!

So that's my suggestion from my dream twins but of your list I'd defo go for Max
