I think Imogen goes best with Daisy. Avoid Florence and Penelope as you risk getting too flowery.

I really hate Penelope (sorry), it's just the sound doesn't appeal to me for some reason. It also ends in an ee sound which you've said you want to avoid I think, so I would probably not go for Penelope (which might end up shortened to Penny - another ee sound).

I don't much like Imogen but it's. I really like Isla and Florence a lot but think they're quite popular if that bothers you.
