Use cardboard and cut out layers matching each height. If you look at an atlas, you should see the different heights in different colours - so use these.

Stick the various layers onto each other and you are almost done.

You can smooth out the steps with plaster or paris, and paint it green and white, and blue for any water.

My year 7s had do design a settement as a project and one of them cut up his pingpong table to use as a base.

He mocked up a mountain scene using paper mache and plaster and it looked fab. When he handed it in, it was amazing he said I am very sorry Miss but the himalayas are not to scale.

We made volcanoes in yr2 this week so a slight adaptation:

Have for the base a large cereal box on it's flat side. On the box draw round the base of two or three plastic bottles (or how ever many mountains you want), cut out the circles and stick the bottles in.
Round the base of each bottle screw up balls of newspaper and stick down. Build up another layer or two of balls to give a cone shape.
Make up a flour and water paste and dunk strips of newspaper in. Stick vertically from the top of the bottle down all around and this should result in a pleasing mountain shape
Paint when dry.
