Need help — how to put character face on hoodie

I’d love some help from those craftier than I... what I’d like to do is print out a picture of a character’s head, somehow get the picture onto fabric, and sew the fabric to the top/front of a hoodie, so that it would cover my child’s face when he pulls the hoodie down. How can I make this happen? Should I buy the stuff that goes in the printer that I can iron on? (And if so what kind of fabric should I iron it onto?). Will I be able to sew it by hand and put a bit of batting inside? Thanks much!!

The iron on stuff should work. What character is it? My gut feeling is a thin felt in a pale colour.
