How flexible are you on size? This supplier has 5cm letters.

This eBay supplier sells die cut letters in the right size but in card. It may be worth contacting them to see if they are willing to supply them in white felt. Many die cutting systems can cut felt as well as paper and card.

We ended up cutting big fat letters & my DH sewed them all on
