To tell anyone who does this to just stop?

People on Facebook holiday refund groups are now calling holiday companies to book holidays and getting through to the payment phase and then hanging up and all egging each other on to keep on doing it. I work in a weddings department for a major holiday company and I've had 5 of these in the past 2 weeks and wedding holiday quotes take hours and hours to speak to suppliers, pricing and quote. Wasting hours and hours of our time which could be used to deal with peoples packages that have been cancelled. In the past 2 weeks I've spent hours and hours wasting my time because of this. Only 2 enquires were actually real and those people did book the wedding holiday. I don't mind spending hours putting quotes together for customers because that's my job but it just annoys me that people are making us spend all this time putting together a quote when they know they have zero intent to book it. Am I right in thinking there is no need for people to be calling holiday companies and doing this?
