I have a very sad situation with new neighbours who have moved in and share our communal garden. They are allowing their 5 year old to come out into garden and he is not social distancing. It is so hard to make the five year old understand that he can not touch our children or their toys. They don’t speak English and it’s so hard to make the mother understand that she needs to supervise him. Please, can anyone translate a letter? Google translate isn’t working

You're probably best suggesting a garden rota in the letter.
