Neighbours pool and water usage

My neighbour is an on benefits single mum with 2 young children. Their house is a housing association house, but most of the houses around here are private She is pleasant enough, no loud music or anything like that. The children are also fairly well behaved. The boy frequently throws things, balls, bricks, stones and the odd cup over the fence into my garden, but hey kids will be kids. They have an assortment of play equipment in the back garden and when the weather is nice their playing noise can be a annoying and I can get no peace in my garden. I haven’t commented on this to the Mum because the current situation is difficult enough for those with young children. BUT and here is what is seriously making me angry. She has bought them a huge swimming pool and fills it to the brim using a hose pipe. The children then have their fun and at the end of the day it is emptied out which floods my garden with the pool water. I bite my tongue. The very next the pool is refilled with fresh water and emptied at the end of the day again. This has gone on now for every day for the past 3 weeks with some days not being used at all. They also have hose pipe fights. I am not on a water meter but I make a conscious effort to not waste water and it winds me up watching someone who doesn’t pay a penny for water being to free and wasteful with it. AIBU?
