How do you report someone for issuing false 'essential business' forms to fly abroad on holiday?

Just that, really. My ex BIL has been doing this throughout lockdown to allow his friends and family to party at his luxury villa in France. I only just discovered it in time to stop my shit of an ex doing this (thereby fucking me and kids over. He is supposed to be doing joint childcare as i have full time job). Am livid

If my ex goes and gets stuck in France cos of quarantine rules or border changes, we will be v impacted. Not to mention exposure risks

My proof is that ex told me. And i know what his brother is like. He runs a tax avoidance firm. Am pretty sure he just be bribing someone cos no idea how else he could do this.

Is this the UK? If so, there is no such thing as an essential business form. As things stand, if someone wishes to get on a plane out of the country, and there is a flight, and the country at the other end accepts people, the you or anyone else can go wherever they like.

If that is happening it’s unacceptable and I’d shop him to the police without thinking twice. This is killing people. Young children are losing parents. Healthcare workers are risking their lives. He sounds exceptionally selfish. Sociopath?

I think the forms apply to food companies, and the like. So no idea how he's doing it. But he is. Somehow. With no qualms at all

You don’t need a form to leave the country, and mind your own business. Nothing illegal about leaving the UK or and on entering France you must fill out a permission slip for yourself, if you still have to do that. Nothing illegal being done there, mind your own business.

You need the form for France not here. ''Essential business'' is not an acceptable reason yet there at the moment . I think the owner of holiday home can go if he has his utility bills/proof of property tax etc to produce at airport in Nice but not the other people. Otherwise one needs letter from French Embassy . See some Cote d'Azur Groups on Face Book.

You do need to fill in a declaration when entering France and if he stated that he was traveling for essential business when he was coming for a holiday it would be a false declaration. Checks at French borders are variable, at some places they scrutinize everyone, at others they are more lax. In France, especially if he is driving cross country, he is likely to be stopped and have to provide proof that he is within 100km of his main residence. Shops etc are mostly open but if he is going to a small place the locals may notice a foreigner and may report him to the mairie.

He is being an idiot.
