AIBU to report these neighbours or is there no point?

New neighbours, black bags piled up to the top of our adjoining fence (from way before lockdown), constantly swearing at each other in their garden, blasting dance music from morning until about 9pm but worst of all smoking weed in their garden.

The stench is so strong that I can't leave my windows open. It's the weed and swearing that annoys me the most as I have a baby due next month.

My neighbours the other side also smoke it so I have it coming in both sides. My bedroom reeks of it, as does the nursery and I've fucking had a tit full if I'm honest.

I can cope with music as only hear it when outside and I put earphones in. I can even cope with the cigarette smoke, but the fucking weed. Its gross.

It's a housing association property, as is mine. Is there any point in complaining?

No way are you being unreasonable! I’m pretty laid back about people having the occasional joint in their own homes but if it’s making your house smell constantly that’s unacceptable. I’d absolutely complain to the housing association about the rubbish and the antisocial behaviour. That just isn’t on.

Depends on you're housing association but some can be very proactive and write to them etc for antisocial behaviour I really feel for you as that's not nice, but you need to shout to be heard. Some people have no respect for others they are shameful! Also regarding the swearing you can't really complain about that....but the music and weed is antisocial behaviour.

Write to the HA and complain. It's anti-social behaviour and there can be tough penalties (including being evicted if they carry on).

Complain to the HA. Totally get where you're coming from with the weed smoke going into the nursery. Not sure why the swearing is just because you're expecting a baby though.

You could also think of contacting your local PCSO. Ours has been very good at working with housing companies in dealing with this kind of issue.

HA will tell them to clear up their rubbish as its a health hazzard and will attract rats. Friend of mine did this and their neighbours were forced to clear up the absolute pigsty of a back garden and HA checked to make sure they had done it.
The other stuff is probably anti-social too so they will act on that as well.

@Willow2017 I made a complaint about this months ago and I don't think anything was done.

I've spotted 2 mice in my garden since.

Rubbish bags in the garden are a tenancy breach, smoking weed so that it affects you is anti-social behaviour. The HA will act on repeated instances of ASB as well as tenancy breaches. You should ring tomorrow and raise both issues.

To be fair the dumps are closed so your neighbours won't be able to dispose of the rubbish at the moment and the Neighbourhood Officer won't be calling out to inspect the garden at the moment either. You could offer to send in some photos, but call in and report it in the first instance. They will still be taking calls and dealing with issues despite the lockdown.

Err... no it won't. Pests are a tenant's responsibility. If you want to go down that route you should get a report from pest control saying the rats are coming because of your neighbour's rubbish bags. That would cost over £100 round here.

Good job i dont live round your way then because here the HA job appear happy to ensure tennants are keeping their property free from pests that will affect other tennants. One phone call was all it took.

Light a bonfire, sing all night, blast the music out at 5am, cook smelly food etc.

Sorry, that was kind of lighthearted, but some people have no idea how their activities impact on others. So fight fire with fire. And definitely have a word with the HA.

I don't blame you OP, I would be absolutely apeshit.

The rubbish needs to be cleared up! Attracting rats and mice, that's not good , I hope you contacted the HA about that one, as for the weed smoking, I'm actually quite laid back about neighbors that's smoke it, but to actually smell it in the babies nursery is vile to be honest, tell them to smoke it indoors instead or something. Or to just stop completely.

You’ve got several valid complaints there. The piled up rubbish is a health hazard. There will be vermin before too long if it’s not already arrived. The noise is a nuisance. Isn’t weed illegal in the UK? I live in a state where it’s legal but not within sight or smell of strangers. I prefer the edibles anyway - no smell and much “cleaner”. Smoking weed just feels nasty to me. I send my husband to the shed when he wants to smoke a joint.

If you contact 101 and explain the timeline I imagine they will get involved as it is antisocial behaviour. I would big up the fact that it is in the nursery.

Had a similar issue in our flats and the police were very good.

Contact your local council's Environmental Health team and tell them you've seen RATS around your neighbours rubbish pile. They take rats far more seriously and will take action against the resident where required.

Re the rubbish, if your HA doesn't take it seriously, I'd suggest getting on to the local council's environmental health dept and telling them that you've seen rats in your garden. If they'll come out and see where they're coming from, they may well attribute the presence of "rats" to the rubbish, which will give you more ammunition with regard to the HA telling them to get it sorted.

If the HA won't speak to the neighbours about the noise, again, try the environmental health department as noise nuisance is their responsibility. Keep a diary of times/dates etc. If someone in council housing where I live was playing loud music all day the housing officers would give them a warning, they're really tough on it and their official line is that music, tv, gaming etc should not be audible outside the property.

Weed: definitely report, and report both lots of neighbours. If they want to smoke weed, they need to do it indoors with doors and windows shut.

Swearing: this made me laugh, OP, given that you've "had a fucking titfull [sic]". Kids will hear swearing, in any street, on tv after 9pm if they happen to be up for any reason and even on Radio 4. Shock I think kids just have to learn it's an adult thing and that there are times and places where it's not acceptable even for adults.
