To think this woman WAS 100% to blame

Bear with me, as this could sound a bit complicated and long. What would you perspective be of this scenario? I was discussing it with someone and our opinions differ. kind of a shy girl, bullied at school. abused mentally and verbally by a parent, sexually abused more than once by more then one man in her childhood, very inexperienced with the opposite sex, strict Evangelical Christian upbringing (eg halloween and things like that . forbidden) she goes away to college, living away from home, has a bit of an emotional crisis in her first term there (Later diagnosed with quite serious MH disorder). after a spell in hospital of taking an overdose as a cry for help/attention, she moves off campus into a flat all alone and tends to nopt soicalise much. One day she get sapproached by a stranger who says he likes her and wants to go back tpo her flat. She has come out of hospital and is quite anxious and keeps having panic attacks and spells. She does not want to sleep with this man, but thinks if she agrees to let him in her flat, maybe he will stop pestering her. Man is not forceful but quite persuasive. Man talks her into going to bed- she does not want to but just thinks she can maybe get it over with. She refuses to let him penetrate her but lets him touch her a bit, thinking he will go away and leave if she lets him. Things go a bit further than she would like but no force was used. She does not enjoy it, is just lying back hoping it will be over. Man makes comment that she seems to be looking a bit trembly. Next day woman phones up emergency sexual health line to see if she can get some morning after pill. woman says to them !I did not really want the sex. I fel I was taken advantage of." She is terrified of pregnany given the circumstances. My friend says although this is not rape in any way shape or form, the girl was taken advantage of because she was vulnerable, so not raped, but treated very badly. I disagree. I think what happened to her was unfortuante but she should consider it a one night stand that went wrong and that she isn't a victim in any way. I wonder what went wrong in our society that some women are unable to set boundaries in sex? Am obviously not talking about real rape victims where physical force is used, or when a woman is drunk and unable to consent.
