Bloody loud kids in the communal pool all day, everyday.

We've recently moved into a new house on a small development - 20 houses, at present only 10 sold, of those 10 only 5 of us are permanent residents.
Not in the UK.
Up until about 3 weeks ago everything was peaceful, harmonious, pretty idyllic. Then the "holiday homers" arrived.
Now, out of the 5 nonresident households, 3 have lots of children ranging in ages of about 1 to 13 years old. Approx' 9 children between them but every day there are friends arriving to spend the day (and sometime night) at the pool.
Now I'm all for kids enjoying themselves and its lovely to see them doing something other than sitting indoors in front of a tv/tablet/phone/games console but AIBU in thinking that the parents (who are rarely at the pool) should A) be keeping an eye on them and B) be telling them to hush down a bit?
All we can hear from morning 'til night (up to 12.15am this morning) is the children shouting, screaming, jumping in the pool etc.
It's incredibly hot here (40c+ in the day, never dips below 32c at night) so all doors and windows are open therefore the noise carries everywhere.
If we want to use the pool we have to dodge bombing children/passing li-los/random balls and floats along with said 'DC'.
We would just like to enjoy our downtime and relax. Is that too much to ask?

Did you know when you bought the house that it would be surrounded by holiday homes, whose occupants would have use of the pool?

This would drive me mad, I have to say. Most pools on developments that include permanent residents put restrictions on for holiday makers though I'm not entirely sure how much those restrictions are policed.

12.15 is too late yes but I think you need to suck it up in the daytime.

Do you not have a/c so you can keep the windows shut?

Surely you foresaw that people would buy these properties as holiday homes and be there in summer with children?

I mean it's not like you bought a property in a retirement village which has now been taken over by screaming children.

Unless you live in a house with your own pool then what else can you expect during the day. I do think it’s reasonable to expect them to be quieter late in the evening but if it’s a holiday let type of complex then that’s what is going to happen.

I echo this wholeheartedly.

Or else, you and your DH should start playing, screaming, swearing etc. in the pool at about 4:30am see how they like it.

If there's a resident's association maybe put some time limits in place, although is it a country where people stay up later and sleep in the afternoon?

Just to clarify, when we were considering buying we asked what the other owners were like and were told they were all "professional types", no bother, hardly ever here etc.
Its not a holiday let place, its a private development and some of the owners are lucky enough to just use it for holidaying in.
We aren't allowed to install AC, the houses are piped up for a certain type of cooling/heating system but its too bloody expensive. Only 1 house has had it installed.
Yes, we obviously realised that more people would be here in the summer but didn't realise that the children wouldn't be supervised and/or kept under some sort of control. Would you let your DC take over if it were you?
No, we can't afford a house with a private pool, its not what we want or need at the moment but I honestly think that that's what these families are thinking they have.
My DC is grown up now but I'd have made sure he was considerate to neighbours.

WHAT Are the pool rules, and who enforces them. If there are not any pool rules, then you have a liability situation that you need sorted out immediately

There is a residents commity and a set if rules for the site, included in there are the times that the pool is out if bounds (for cleaning and chlorination). 9.30pm - 8.30am the pool shouldn't be used. I actually video'd the goings on last night once it was after 12am (to send to the residents commity head as he's in the UK at the moment). They only shut up and left the pool after I called (shouted loudly) for them to be a bit respectful to other people who needed to sleep. This was adults as well as DC at this time.

So it was clear that the homes were going to be used by people on their holidays then. As in professional people who are not going to be going out to work.

Of course their kids are going to be playing in their pool.. it’s part of their home.

I think you have been very naive if you thought it was going to be a haven of peace and tranquility. Those who only go there in their holidays are also likely to be letting their extended families and friends go to stay when it is vacant too you know.

I don’t think you have thought this out very well.

No, I wouldn’t allow my kids to do that, but I would expect it to happen with other kids who I had no control over.

As I said before, maybe if the parents/grandparents were there then they might reign them in a bit, if only for the sake of not pissing themselves off

Summertime in a place people can vacation with a pool equals noise. Sorry Op it simply does. You can’t guarantee other people’s children are going to behave even though we all know they should be supervised more closely.

No hushed tones called for. But neither is screaming and shouting at the top of their lungs.

If they are contravening the rules, then call them on it. If there is no adult with them, and the rules state there should be an adult, go down and tell them to leave. They will call you the mean, grumpy OP, but that might be the better option than listening to the noise. (You might be able to get some like minded neighbours to help you with the policing)

A few days of enforcing the rules, will probably get it settled down. The head of the residents association should also send a note round to everyone reminding them of the rules and consequences of violating them

This is why couples wanting a quiet vacation avoid family welcoming hotels. They don’t just expect that the children will be supervised and quiet when excited and hyped up on sugar (as a treat while on holiday) as unfortunately that’s not realistic.
