To expect my neighbours to use the parking space provided with their house?

Yes, another parking rant...

I have flats opposite my house. We live in a cul-de-sac, three houses from the end in number 21.

At the end of the cul de sac is an alleyway, blocked with bollards, so the end house (23) has no parking. 22 has 1 space, we have 2parking spaces.

Outside my house is enough space to park a car length-ways (just), a pavement, then a brick pavier road that's normal residential road width, then the Flat.

The flats parking space is around the back, they have a garage AND a driveway to park in, but because they're too lazy to walk through their own back garden, they park opposite our house, outside the front of the flat.

This means they are obstructing my house, and my neighbours (number 22) parking.

Also, the lady at number 23 (no parking space) is somewhat elderly, so she has a home help twice a week, who is forced to park next to my opposite neighbours car, outside my house, completely blocking us in altogether.

Opposite neighbour knows he's causing us problems, he stands in his window and watches us every time we try and get out of our driveway, because if we misjudge it, we'll reverse into the back end of his estate car. - and I'm talking having to do a 12pt turn to miss him and have the car pointing the right way.

I really want to yell at him that he wouldn't have to be so worried about us running into it if he parked it where he was supposed to!!! (which wont do any good, he's polish and can't speak or understand English)

The flat is rented, I'm seriously contemplating sticking a letter through the door address to the Landlady to get her to sort her tenants out.

We also have parking issues, with a guy that rents the house next door to us. He has two parking spaces but can't park his car properly so his guests park across the end of his drive, which makes life really awkward for us to get onto our drive.

The only thing I can suggest is try and find out who actually rents the property to him and get in touch with them. I'm guessing that if you put a letter through his door it wouldn't make it to his landlord anyway.
