to think this is child neglect...?

Went to visit my brother in law and his wife and 2 boys at weekend - the eldest is 2 and youngest 6 weeks. Got there with DH and DD to find BIL on his own with kids - his wife had chosen to go to work for 10h that day (she's a workaholic - on very well paid maternity and doing it cash in hand). I noticed when changing 6 week olds nappy that he had terrible nappy rash. When she got home that night she was trying to feed him (being like, my boobs are so sore - no shit! 10h without feeding or expressing!) and he wasn't taking it and she says she knows he's done a poo but she doesn't want to change the nappy before bath. I brushed it off because I thought maybe it's different for boys - we always change DD nappy every time she does a poo as girls are more prone to infection. Next day we all went out. They brought no snacks for eldest son (2) and no formula for either kid. She breastfed at lunch but that was the only time 6 week old ate in 8h. As we were headed home the baby started really screaming - that heartbreaking hungry cry they do - she was ignoring him, completely shut off, and left my DH pushing the pram. DH asked if he could get baby out for a cuddle but she said no. He said "I think he's hungry" - again, no. Baby screamed for 45 minutes, people were understandably staring at us as you can tell from the cry when they're that age that they're tiny. When me and DH talked about it later we realised that neither baby had had a nappy change in 12h. So... aibu to think she is neglectful? And what to do?!
