DMIL smacking my children without my consent

Last weekend the family trailed out to a popular shopping mall in Newcastle, (the metro centre!) This included my DH, DS (10), and the youngest DD (3) and my DMIL. After a long, stressful car ride, a day of shopping and dinner in a 'children friendly restaurant' - always a hour and a half or torture for everyone involved. My DS was agitating DD and hitting her with a shopping bag. Before I had a chance to intervene DMIL struck DS quite harshly making him cry in shock and gave him a good telling off. Now personally, I would never hit a child. I've never smacked any of my children as it's strongly enforced in my home that hitting is wrong and my DH and I aren't exempt from that. My DMIL knows this and I was shocked by how suddenly she resorted to doing this with my child? I stopped the shopping trip immediately and we went home. Everyone in the car was very quiet and there was a horrible atmosphere. When we had got back from dropping the DMIL I comforted my DS and made sure he was okay. He confided in me that this isn't the first time this has happened and being outraged at this I told my DH to call her instantly and tell her to keep her hands off my children. However she did not answer the phone to him and he is refusing to do anything more about it, saying that he doesn't want to upset his mother and that he'll have a word with her next time he sees her AIBU that I don't want her to smack my children? I hate it and can't understand why any parent would hit their child.
