To think that the parents of these kids shouldn't be allowed to make so much noise this late at night?

DP and I live in a U-shaped block of flats with a little communal area around the back. The kids who live in the building have been playing out there all day and making an absolute racket- I don't mean just playing loudly, they literally scream and yell. So to get away from the noise DP and I have had to have our balcony door and windows shut all day, even in this heat (I couldn't go out as I had a colonoscopy earlier today). But now it's 20 past 10 at night, we'd like to go out and have a nice drink on our balcony... but the kids are still out there making a racket!! So we're still stuck indoors watching a film and can't even open our windows because then we can't hear our own damn TV! We don't know which flats these kids live in so we can't ask their parents to get them to shut the fuck up keep the noise down, so we're just sitting here feeling hot, angry and miserable. How the hell does anyone think this is ok??

It's a shared, communal area. If you wanted private land you should have bought somewhere with that.
If the kids live there they are entitled to utilise the space

It's one thing to utilise the space, another thing entirely to make such a level of noise that we can't even watch TV with our windows open.

YANBU. One thing I hate about this weather is that my neighbour has nights in every sodding time. We had to turn the TV right up to try and drown them out. DS's room is at the back of the house so he has to go to sleep in our room and we have to wake him up and move him later because he can't sleep with the noise. They have a 6 year old who shouts a lot, spoilt brat really. They are all very loud. Usually go on until gone midnight. Sometimes they whack the music up, lots of banging and shouting. No consideration at all. Yep, there she goes screaming again!

I can't believe people are so inconsiderate to near neighbours, it's really not fair.
