To not pay the fine?

Asking for a friend (honestly! Not me)
She was parked in a car park and dropped a cig end out her window. Was approached by a guy from the council and issued a fixed penalty notice for littering - £75 I think.
She is considering not paying & running the risk of prosecution/going to court. I'm not sure if this is wise but then I'm very much a rule-follower and err on side of caution.
What do people think, is she likely to get away with ignoring the fine? She thinks will be fine & they won't bother to chase.

She will have to pay, she's been fined by the council. If she goes to court it may also appear in her local paper (I knew someone this happened to - it was very embarrassing for her as she's a manager in the public sector. Her bosses took a very dim view of it)

Wheels are in motion. If it's not paid by the date on the notice it will go to court automatically and if she was seen doing it she's screwed stupid cow and will get a much higher fine than on the ticket plus a criminal conviction. God forbid she should have stubbed out her cigarette and kept it in a portable ashtray.

Someone near us refused to pay a fine and ended up with costs of £1000. There is no way out - she needs to pay up and stop littering!!

Of course she should pay! Why on earth does she think she shouldn't? It's not even as if there is any ambiguity around what happened. The council will chase - without question.

Tell her not to pay. Then she'll be taken to court, get a bigger fine and learn the hard way. Is she always this arrogant?

It won't be fine. They'll come after her and will not stop. A private car park, different matter, but a fixed penalty note from the council? They will pursue and pursue.

She should pay. They do take people to court.

If she didn't want the fine she shouldn't have littered!

If she doesn't pay, I hope they fine her even more and make her do community service. Preferably scraping chewing gum off the floor.

Bit risky not paying - the officer could well have noted her number plate down, so presumably it'll be pretty easy for them to track her down and prosecute if they've a mind to.

Are the potential consequences of not paying - court, extra costs, being named and shamed etc - really worth not paying a fine she's incurred by doing something wrong?

What everyone else said. Also if she incurs a CCJ it could affect her credit rating. Such a high price for being a litter lout (with a disgusting habit).

She needs to pay it. There are signs up all over the City of London reminding people that it costs over £3m a year to clean up cigarette butts in the Square Mile. That and chewing gum are revolting and a colossal waste of money!

It's a dickhead move not to pay.

It was a dickhead move in the first place. Why do people think it's ok to lob their litter around? It's disgusting. I don't smoke anymore but when I did if no bin I'd stub it underfoot, pick it up and wait till I found a bin.

So many twats around just doing whatever the hell they like, I'm glad she was fined.
