To report this driver for no tax insurance and mot

I have a neighbour in our close that seems to have a stream of old banger cars he has them for a while then will get another banger. Not just old but rough sounding. 

Three weeks ago his car got towed away. The police were out there talking to him and when I came back two hours later the car was on the back of a recovery truck and the police were just leaving. A neighbour had said to me she reported the car for no tax. 

This morning I was sorting my recycling outside before putting it out and heard him tearassing round the close and deliberately drive at a cat that was out in the road the cat ran off and he didn't hit it but it was a close call. 

On my way back from school I took a photo of the registration plate and decided to check it as I had a feeling about the car. I was correct it's untaxed, uninsured MOT ran out 2 years ago and it's marked as SORN. 

Is this now a thing, I'm wondering if the car is even registered to him at all as none of the above link him to that car, is that possible? I found a website that shows you the last 5 mots and if failed on pretty major things, the last mot is a fail. 

Now I'm going to report this car but what would be the best.

Local council for abandoned car.

Or police and the car tax people? I've looked and driving a car without insurance is a fine upto £1000 and driving a SORN car is upto £2500. 

I don't know how anyone could be so stupid after get caught just a few weeks ago.

Yes report. Why should he be allowed to drive round in an untaxed vechile while the rest of us have to pay our tax and then there is the safety point of view too.
I reported the car next door, for no tax. It was towed yesterday

Definitely report. It's often these drivers who cause accidents and hurt innocent people!!

report. same reasons as stated above. he will always get more cars, but the more known he is the better. I doubt his activities stop at illegally driven cars.

This persons always driving stupidity fast.

What I can't understand is this is now atleast the second untaxed car he's had 6 cars in the last year. What I don't get is how it ca go on so long unrecognised as last one was reported by a neighbour but with the petrol station cameras and all this technology. Unless it's because it's not linked to anyone. To me these cars seem like they have come from a scrap yard.

Next time a new car arrives I will check it out and keep doing it as its not right also the car is used daily to ferry his three kids to and from school

If the cars are untaxed and uninsured and he has not changed the ownership documents to his name then the only way they will be linked to his address is if someone reports him directly. He can get caught on as many cctv cameras as there ever existed but unless someone followed him home the cctv would be useless.

Keep checking him, keep reporting him, with any luck he will get fined for no tax,insurance ,mot etc and that will slow down his car buying activities!
