Changing from Stretched childcare to Standard

My DS started at his new pre-school today and we received the bill for the first half-term. We were expecting 15 hours free and only needing to pay for any hours exceeding that. But looking at the bill we have been given 10 hours free per week. The pre-school is open 38 weeks/year. I have come to a conclusion that we must have signed a form at some point agreeing to divide the 570 free hours between more than 38 weeks. My question is has anyone here ever managed to move from Stretched to standard offer for their free hours? I'm aware that apparently you can only change at the start of the new funding period but surely there must be flexibility?

Is this preschool in a daycare and you are using the daycare facilities too?

Even if you divide it over 52 weeks, 570 hours is more than 10 per week
