My neighbours first language is not English.

We recently got new smaller rubbish bins but mine came and is the same size as the old ones 'approved larger bin' the sticker says Preens

So the bins are being emptied tomorrow.

My neighbour calls me over and says
'Hello. I ask. Tomorrow when rubnish is taken from bin, I can use?'
Pointing to my black bin.
She then went on to say that she only had a small bin (and she had 5 or 6 bags of rubbish next to it) so when my bin had been emptied tomorrow can she put the bags in it.

I said no because then my bin would be full on the first day of it being emptied and I would have nowhere to put MY rubbish for the next 2 weeks.

She was a bit taken aback that I said no.
But her husband has a van. He could go to the tip?

I'm wondering if I misunderstood.

I did explain this and she said 'it will be empty. Then i use and it he empty again'

Did we have crossed wires?!

And I recycle everything and still fill my bin. She doesn't recycle at all. Hence the 6 bin bags!

Vans generally need a permit to go to the tip.

I think possibly she expects the bin men to come back when the bin is full? So she uses the bin, then they empty it - that might make sense of what she said, and maybe is the way it's done in her home country.

I know somebody who lived on a sort of compound in the Middle East and the bin men came and checked and emptied the bin everyday, so maybe that's the system she's used to.

Obviously yanbu though, she can't use your bin because you'll need it for the next two weeks - I'm sure she'll pick up the system in time!

Was she asking if she could put her excess bags in your bin prior to emptying?

Was yours full? Sounds like she was asking to top up your bin with her bags before they came to collect.

I would just be careful that she doesn't do it anyway I've had problems with saying no and them go and do it but your definitely not been unreasonable at all if she doesn't like having small bins then she should ring the council and ask for bigger ones

She has lived next door for 6 years so its not a case of her not understanding how the bins work.

I don't think she wanted to put them in now before collection as I was putting a bag in as we spoke and it was clearly full.

She asked if she could fill it after it had been emptied.
I don't know what she meant but it seemed like I would be put out either way.

I told her to call the council and request a bigger bin (she has same amount as us in her house.)

I think she wanted to put it in your bin straight after it had been emptied but put it outside her house to be emptied again. She'd have to be really quick.

Clutching at straws but possibly if her rubbish is next to her own bin, she means can she use your bin to store her rubbish bags until her husband is able to take them to the tip. This might be a couple of days away - so before the next rubbish collection, but she might not want rubbish bags piled up for those couple of days - and presumably neither do you, due to foxes etc - that might explain why she expected you to agree as it would benefit you both?

Nope. She said the bin man would empty it. Not her husband.

And I doubt they would let you add more bags for a 2nd emptying as that would defeat the whole point of having smaller bins if people just stood there adding more bags and asking for them to empty again on one trip?
