To stomp around in shoes since the arsehole downstairs complains anyway!

I have lived in a converted house since may last year, since i have been here the old man downstairs hasnt left me alone.
His whole thing with me is he wanted that over friendly neighbor relationship and i'm not comfortable with that as a single woman living alone with a young child and in council accommodation due to DV.
I often told him i was busy, to ignoring the door and thats when the complaints came.

I laid carpet, 11mm thick underlay and i dont wear shoes in the flat yet he still complains.
He has had noise recorders in his flat which have came back as nothing,
the council worker has been in his flat and said they can hear me walking around but it is normal living noise and they told him that.

I hear him talking to other neighbors about me which i try so hard to ignore but he has started to slam his back door and front door very loud to the point it shakes my flat. He slams his back door EVERYTIME he knows im in the kitchen without fail it happens. His front door is more when he is just coming in.

He has stood at his window which has no net curtains or blinds and just stared at me as i was loading stuff into my car.
He has done this as well when i have been outside talking with a friend to the point my friend said "why is that man staring at us"
when she said this he walked off, my back was to him so i didnt see him but i heard him come out.

I have reported to the council but they ignore a lot of it because he is old so apparently that means its ok for him to harrass me.

His whole issue is i dont want to be his friend, thats it. He wants this flat vacant. I have heard him talk to council workers how he wants me evicted which wont happen since im an assured tenant but obviously he doesnt know that.

i feel just stomp around in boots everytime he slams that f'ing door!
I have tried to ignore this now for months, he is trying to bully me to tiptoe around, which i wont do.
I am not moving either, as i went through DV i have moved about 7 times in the last 5 years. I like this flat, im happy here and i have spent money on it.
I'm not the problem here.
I Have tried to considerate, there is NOTHING in my tenancy which says i must have carpet/underlay or no shoes yet i did all this to not get into problems,

what should i do?

make a diary of his inconsiderate and threatening behaviour (eg. staring menacingly) and complain right back to the landlord. it will take a while but should work.

Seconding Angelik's idea; that way you'll always have a reference if you ever need it, either for yourself, or if he complains to the council again and you can back up his weird behaviour.

You have my sympathies. He's being a dick.

Definitely keep a diary. He's harassing you.

Keep a record of it and send it to the council. You can report his intimidating behaviour and get advice from the below as well as the council.

I'm sorry you have to deal with this OP. Two of my friends did, with a man who was older and disabled so everyone decided he couldn't possibly be a harassing bully. Until the police caught him in the act.

Additionally, google his name if you know it and see if he's ever been flagged up in a forum or harassment case before.
