On the spot fines for street harassment

Is this in existence somewhere? If not, I think it should be a Europe wide law. I normally live in a country where this never happens at all. In fact it is rare or unheard of in loads of places in Eastern Europe (which has lots of probs, just different ones) where you can go about your business any time day or night, wear shorts if it's hot and nothing. However, I am in Germany at the moment and am getting pissed off with it to the point of not wanting to leave my hotel. The appraising looks, the guys coming up to you- they don't want dates- they just want to make you feel small. I think if they can do on the spot fines for dog shit, for smoking in the wrong place, surely they can do this for guys being knobheads to women? "Alright darling" = Bam, 50 Euro please you fuckhead. Okay, maybe AIBU, but if I am why? Why can't we have this?
