They let it out all day and all night, they talk all proud of the fact he wants to stay out all day and night but he doesn't. He comes to our window and cries, comes to the door and cries, jumps in our windows if they are even open a bit at the top, comes in if the back door is open and eats our cats food.
One of mines hates it and constantly fights with it through the window, this scares DS and water doesn't work on either cat.
We do go up and knock their door and tell them their cat wants in, normally to see it back out again 5 minutes later. 
It's been at our window for ages and have went up twice and knocked their door, they are ignoring it even though we see them at the window.
I don't know what to do, we can't open windows or doors or even keep the curtains open! Talking to them just doesn't work as they don't seem to believe us or say he "just wants to play with your cats".
I'm honestly worried about it too, it is freezing here, raining constantly and it doesn't have anywhere to seek shelter, I have even thought about building a wee kennel type thing just so it has somewhere to go.

To be fecking fed up with upstairs and their cat?

I don't know why they have a cat at all if it's out all day and all night. Poor little thing. 
I don't know either, they obviously don't bother that much about it. It's not even as if it's outside because it toilets there, it uses a litter tray inside (how it manages to get the time to do so, I have no idea).
It has only just turned 1yo, we're in Glasgow and it's getting very very cold. It it's quite short haired as well.
I'm going to have to build that kennel aren't I?
Having ignored us at the door they are now blaring music full blast.
