that's just weird. it doesn't even look like it's an associated with halloween. no novelty signs or fake hands climbing out of graves.

Being, a few of them had hands, but they were quite well hidden. The no kill rescue thing crossed my mind too. I don't particularly agree with no kill personally, but this is a bit much! Fwiw I don't think there was any other intention behind it other than decoration.
