To be angry at a courier driver, talking on his phone (not handsfree)

Yesterday I was in town with my dd and 3 dogs, walking (or attempting to) down a VERY busy, narrow street (full of children, old folk etc) and a big van was driving up it, and the driver had his phone to his ear (arm crossed over body holding it). He didnt attempt to slow down so people could get out his way, and all the time was talking on his phone. AIBU that it made me so so mad I took down his registration and am on the verge of firing off an angry email. Why should the rest of us have to use handsfree kits, whilst a big company (or someone representing it!) think its ok to ignore pesky things like the law...
