No your right it's his problem. Weird why didnt he knock the door when he was dragging you to look at it Or put a note through the door.
He owns the property, you didn't cause the water, he should notify, not you. Simples.
He does sound like he's trying to palm off some of his responsibilities onto you.What's he like as a landlord normally?
If it were me I would probably tell the neighbours daughter about the water because she'll be able to reassure her mum rather then a visit from the landlord worrying her IYSWIM?That is if you're not bothered about doing it and don't think it'd invite him to presume you'll do more stuff for him?
Don't answer if it's too nosey () but why do you think of him as eccentric?
