I need to get to grips wtih DS3's eczema - what is current thinking please?

DS3 has got one biggish patch of eczema behind one knee and I really need to get to grips with it. We go through a very unsatisfactory cycle where it gets really red and inflamed and he scratches it and makes it all oozy. Then I put hydrocortisone on it for a day or two and it heals over, but then the cycle starts all over again. I have tried E45 Itch Relief cream, which worked well for DS1, but it seems to make DS3 worse. Suggestions please? He already doesn't drink cows' milk. And he has probiotics.
