Not testing for nut allergy?

I was chatting to a mum recently with a nut allergic dd.

She said her dd has had one anaphylactic reaction when eating a packet of crisps 2 or 3 years ago.

The doctors have said she is severly allergic to nuts (given epi-pen etc) but won't test for an allergy because any exposure to the allergens would make the allergy worse.

How then do they know it is a nut allergy?

I think the mum (if in UK) would do well to talk to the Anaphylaxis Campaign who will be able to advise about getting referred for a proper diagnosis.
