Your hair is beautiful... Let me get some scissors!!!

Walked into a store this afternoon, bought what I needed and headed towards the cashier counter to pay for my stuff. I was with my toddler who was in his stroller and was greeted by a 'lovely' lady behind the counter. We had the usual small chat that you do and then her attention moved to my toddler and her exact words:

Oh look at your beautiful head of hair. You have looooong hair. I am going to get scissors and cut it. I am going to cut it all.

For fucks sake, can someone please tell me just how is this okay for an elderly lady to say to a little kid!?!? My poor child was obviously disturbed and kept saying no mummy no cut and I said to him, no darling the lady is only joking. Obviously he is too young to understand what 'joking' means.

I'm so angry at myself right now for not saying anything to the lady earlier other than telling my child she's only joking. I know she was but I really feel like I should've told her that's not a nice thing to say to a child...
