negotiation pronunciation

Is it an English thing to pronounce negotiation with an S in place of the first T? So SEE instead of SHEE.

I was listening to the radio yesterday and both presenters said "negoSiation" and just now people on gogglebox were saying it like that too.

I'm confused and wondering if everyone has always said it like that and I've just never noticed.

I don't.

I've heard the SEE pronunciation but have always said negoSHEEation as do most people I know.

She. I think see is RP maybe. I noticed the characters on the crown saying it like that.

I say see. If I try to put a she in there I sound like Sean Connery.

Those of you that use SEE do you do the same with similar words? Like substantiate, initiate, differentiate?

I say SHE. It's a bit like 'issue'. Most people say ishoo, but I've noticed quite a few people on the radio saying issyou (and tissyou).
