I think it's the first sentence.

The second. "Pass" and "passed" are both verbs whereas "past" is a preposition of place, just like "beyond."

You're saying a mask must be worn beyond this point, past is instead of beyond.

If you were saying a mask was to be worn in order to pass this point then pass would be correct. However if this were the case, it is also implied that a mark is only to be worn in order to pass this point. Once beyond the point, it could be taken off.

Actually, "beyond" might be a better word. A pedantic soul could argue that 'past' means "as you are passing this precise point but it is permitted to take them off again after that".
