Mars doesn't twinkle, but the Dog Star does. Check Sirius.

grin Yes I assume so. Sirius doesn’t mean “dog” but it is the brightest star in Canis Major and hence it’s known as the Dog Star. Hence JKR picked it as a name for an animagus who transforms into a dog.

That's exactly how sirius black got his name. All of the blacks are named after astrological bodies too. Andromeda being the first who springs to mind

That had literally never occurred to me Billywig but of course they are! Andromeda is a galaxy or a constellation and Bellatrix and Regulus are stars.
