Neighbours Crying Babies

I need some opinions!
Okay so the family in the flat below us moved in about 10 months ago and I kid you not every day and night their 18 month old and six month old cry their hearts out. When I say all day every day, I've been off work for two weeks and heard it every single day, off and on all day. I asked my daughter what it's like when she gets home from school and she says that's what it's like, as soon as she comes home she hears the two babies crying. It's all evening, and throughout the night. It wakes us both up too. The parents will be sat in the garden of an evening with the fire pit roaring - smoking up my balcony and washing line and kitchen I might add - and the babies are crying their eyes out. When they do attend to them they shout at them, yelling "Riiiiiiight that's enough!" or "Stop it now!" and I've been worried some nights at how loud they shout at these little babies. I just wonder how miserable these babies must be to cry all day every day? Even now as I type the older baby is crying and you know when a baby cries so much it inhales sharply and you can hear like a whooping noise as they try to catch their breath? The younger baby cries so hard you can hear her choke.
What would you guys do? I know babies cry but it's both of them and the way the parents tell at them to shut up breaks my heart. Why are two babies crying all day every day? I feel really sad.

I'd contact social services, or perhaps the health visitor if you know who it is. That sounds like really shitty parenting.

It doesn't sound great but could it be that the crying feels like it's all day but is actually quite on and off?
Could you keep a sort of log and tot up the actual time spent crying in a day.
It might be that it's within the margins of normal for their ages. Either way, you'll have something more concrete to report.
I agree that the ignoring them then yelling at them is horrible.

Sounds like poor parenting at the least, some babies do cry a lot. Parents may be struggling and need help, i would maybe spend a day logging the amount of crying and documenting what you hear is their response and if it is actually most of the day, the babies may well be hungry, left in nappies and being neglected which is why they are crying ao much you may need to report. At this age they are at their most vulnerable- it must be very difficult to hear z
