dont overfill the cup for a start as it will then be too heavy to tip. do you have a cup with handles as that makes it easier too? Offer a drink and then leave the cup on the highchair tray for your lo to play with, pick up, etc She should eventually pick it up and try drinking from it. My 7 month old ds can pick up and drink from his cup and has done so for a month or so.

We tried all kinds of cups and eventually settled with Tommy Tippy when my dd came along she took to that one aswell, 2 handles and a slow spout.Good luck.

My ds is still loathe to drink from a cup himself and he is 17 months!
He doesn't tend to drink very much though through the day, I've been told this is normal for some kids, so maybe your dd is the same.

Ds won't rather than can't. He likes snuggling up for a drink, whether it's milk or water.
