Gluten Free Teething Biscuits

Not sure if I am on exactly the right topic, but does anyone have a recipe for gluten free teething biscuits? The ones that I made the other day seem lovely and hard when I take them out of the oven, but as soon as 6mth old ds puts them in his mouth they just shatter - they obviously aren't dense enough.
