Cabs and car seats

Can anyone tell me what laws are regarding taking cabs - specifically London black cabs and Addison Lee - for short journeys with a 4yo and 20mo?

Am I right in thinking they can do them without car seats?

They'll be accompanied by adults of course.....

Yes.

Yes. In a black cab, just put the 20mo in their buggy facing backwards and there's a strap to restrain it. 4yo faces backwards on a jump seat. Enjoy!
