I don't see how a school can avoid using agencies.

If they need a teacher tomorrow, they can't recruit a teacher from scratch. Agencies have done all the compliance leg work.

Well it sounds like what he's complaining about is nothing to do with why he was dismissed. Head says he wasn't able to teach effectively.

When I was on supply about 20 years ago, there were few agencies. You registered with the LEA and went on the list, and the school would phone you directly.
Supply pay has gone up very little since then.

I agree with Mischief - it worked fine when you were employed by the LEA and generally you became known to a few schools and got enough work from them anyway. That way, all the money the school paid went to the supply teacher. No big cut to an agency. Also, the bonus on no flipping annoying calls from agencies every day offering you staff you don't need.

That said, in the article, it says they weren't happy with his work, so his dismissal is nothing to do with agencies or not.
