WWYD: Uncharacteristic neighbour behaviour

I have a dog, she's a bit barky but nothing compared to next door. Frankly, it's a relief he's a little yappy type dog because then I don't feel guilty when my dog goes off like a spaniel about reflected lights and shadows.

I noticed next door's dog was barking about an hour ago at about 11pm (I'm in Northern European timezone).
I didn't think anything of it because he's like that and I guessed they must have let him out to pee. But an hour later, he's still out there barking his nuts off. Their house is dark bar their bedroom. My boyfriend surmises they're probably having some grown up time. I think maybe they're trying to get their kids off to sleep in the heat and he was too yappy inside? Who knows. They are in, he is out.

It's not a cold or rainy night so I don't think he's in any danger but he is doing the "let me in you guys" bark more or less continuously and it's past midnight now. I feel sorry for the poor bugger. This is the first time this has ever happened in two years of being neighbours with them.

What would you do?
