Dog poo in village

We live in a village. When we first moved here dog poo was an occasional problem; now, it is a major problem. A few people are letting their dogs defecate daily on the foot paths around the village- especially the main path through the village to the school. Every day we have to dodge countless piles of c**p on the school run. Mums with prams are especially affected.

My question is- what can we do? Our self appointed dog warden is out several times a day and has still yet to catch the culprit. My theory is they pick up if anyone comes past. It is driving us all mad!
