Out of interest, why does my puppy (10 weeks) insist on piddling on the carpet? We have made some progress - one wee outside, several poos and he's less indiscriminate about where he wees but, 9 times out of 10, he will spend a lovely time outside, sniffing around, pottering about and then zoom back in for a carpet wee.
I don't comment on his indoor pees or poos. I just clean them up with an enzyme-based spray. Any outdoor successes are greeted with lots of praise and a special treat. I use the phrase, 'busy busy' when he goes to the loo outside and when I want him to do so. (Not that he does yet, but I figure it's good practise.)

As for weeing on the carpet. Are you soaking as much of the wet up first, then totally saturating the area with the enzymatic cleaner. You do have to use quite a lot of the stuff to adequately break down the odour enough for him not to still be able to smell it.
The best thing to do though is to get him outside often enough that he doesn't go inside at all if possible. Start at every 15 minutes and gradually increase it until you've worked out how long he can go between wees. (That's in addition to taking him out after every nap, meal and play session as well.)

Another thing to do before you put the spray on - soak up the puddle with a cloth and then take that outside and let your pup sniff it there and give him some praise - reinforcing that this is a good place for pee.
I also found it really useful to keep 'eyes on' our pup all the time. It nearly killed me but over 3 days I didn't let him out of my sight, put him outside at the first sign of a wee (ie sniffing, tracking across the floor) and kept him in crate/on lap/next to me whenever I could. After several depressing weeks it was cracked in 3 days suddenly! Might be worth a try although I know it's very hard work?!
