dog being a nightmare on lead now..

I have a lovely, daft border collie who is nearly 3 years old. He used to be good on the lead but in the last 6 months has started to go for other dogs i.e. barking/growling/fur up but don't think he would actually bite, if on the lead or if they are on the lead. I don't know why and I am not sure what to do about it. I go for walks with my DS who is 2 so it can be a problem if DS is throwing a tantrum!

Any ideas on how I can overcome this? My mum now puts him back on the lead when she has him while I am at work but I am not sure this is the correct thing to do

Thank you. I am going to have to try it without DS as he is only 2. I don't use a buggy really. It is just at other dogs on leads.
