MenACWY vaccine - Year 12 missed out?

Does anyone know why the meningitis and septicaemia vaccine is being offered to people in Years 9, 10, 11 and 13 but not for those currently in Year 12? It seems they will have to wait until April 2017 by which time many will have left home so may not bother with.

I guess it's cost.
DS1 in second year at uni missed out because although he is only 19 they are only giving it to 18 to 24 year olds who are freshers. I paid for him to have it privately.
I also have a Y13 but he won't get it until April 2016.
